Ardinger Consultants & Associates (ACA), is a nationally recognized civil-rights firm founded in 1988 and a small business 100% owned by persons with disabilities. The founder of ACA, Robert S. Ardinger, authored the Section 504 regulations for HUD. After Robert’s passing in April of 2023, Cheryl Kent, formerly of the U.S. Department of Housing and Development (HUD), assumed the leadership role at ACA. 

Ms. Kent worked with Mr. Ardinger at HUD FHEO before he left to start ACA and has been working at ACA since she retired from HUD in 12/2018. She conducts building-plan reviews, on-site evaluations, and works as a liaison to codes and policy experts when clarification is needed on what seems to be the ever-evolving arena of accessibility. Ms. Kent has an extensive background in all areas of civil rights for persons with disabilities from her more than 30 years at HUD. 

ACA has extensive experience in housing and community development on the federal, state and local levels, as well as fair housing planning, policy development, legislation, analysis of impediments, fair housing enforcement. ACA was the contractor that developed the Baltimore Metropolitan Regional Analysis of Impediments (AI) to fair housing choices; the joint venture which recognized that fair housing concerns cross jurisdictions and should be addressed on a metropolitan as well as local level in order to best effect changes
